A FLOOD-RESILIENT COMMUNITY FOR IMMIGRANTS
'WAFFLE' COMMUNITY
PROJECT INTRODUCTION
In San Rafael, Marin County, California, the Canal District has long been a vibrant home for low-income immigrant families. Over 90% of its residents identify as Hispanic, creating a rich cultural tapestry. Yet, the district’s low-lying terrain and proximity to the bay make it highly vulnerable to flooding, while private waterfront residences complicate flood management. Combined with pressures like gentrification, these factors jeopardize its future as an affordable sanctuary, particularly under the looming threats of sea-level rise and groundwater flooding.

Amid these challenges, a bold vision emerges to transform the Canal District into a flood-resilient and affordable community. This approach prioritizes ecological sensitivity and community needs, shifting from gray infrastructure to green solutions while preserving its identity as a home for immigrant families.

The design tackles regional-scale challenges with innovative strategies:

Green Barriers: A network of green barriers redirects stormwater from uphill areas, preventing runoff from overwhelming the district.

Ecotone Levees: Multifunctional levees shield the district from rising tides while supporting ecological functions.

At its core is the "Waffle Community" concept, inspired by the shape of a waffle — a vision for flood-adaptive living:

Floating Ponds and Elevated Roads: Excavated blocks create ponds for capturing groundwater, with floating buildings and elevated roads ensuring resilience to sea-level rise.

Superblocks for Walkability: Redesigned streets prioritize pedestrians and social connections, fostering a vibrant, car-free community.

Central Community Hubs: Multifunctional hubs integrate public amenities, commercial spaces, and transportation, empowering residents with opportunities to thrive locally.

Affordable Housing for Immigrant Families: Prototypes of multifamily apartments and housing units ensure a range of affordable housing options, preserving the district’s accessibility for low-income families.
